Band 9 Sample Answer:

Packaging waste has become one of the most common forms of litter in modern societies. While there are several reasons behind this growing problem, I believe that governments and individuals can work together to implement practical solutions.

There are two main causes of the increase in packaging waste. Firstly, the rise of consumer culture and convenience-based lifestyles has led to excessive use of disposable packaging. For instance, fast food chains and online shopping companies rely heavily on single-use plastics and cardboard to deliver products quickly and cheaply. Secondly, inadequate waste management systems in many cities mean that much of this packaging is not recycled properly. Even when recycling facilities exist, a lack of public awareness often results in litter being carelessly discarded in streets and public spaces. As a result, packaging now forms a significant proportion of the litter that pollutes both urban and natural environments.

However, there are several measures that could help to tackle this issue effectively. Governments can play a key role by introducing stricter regulations on manufacturers, requiring them to use biodegradable or recyclable materials. For example, many European countries have already banned certain types of single-use plastics, which has significantly reduced litter levels. At the same time, public education campaigns can encourage individuals to adopt more sustainable habits, such as carrying reusable bags or containers. Local authorities could also provide more accessible recycling bins in public areas, making it easier for people to dispose of packaging responsibly. Together, these actions could greatly reduce the scale of the problem.

In conclusion, the excessive use of disposable packaging and poor waste management are the primary causes of packaging litter. Nevertheless, with stronger government policies and greater public participation in recycling and reuse, this problem can be addressed successfully.
